Read alot. like i like reading novels and newspapers apart from my academics, so my reading speed has gradually improved overtime . While solving RCs, i first read all the questions and make a note of it, that what all things i am going to keep an eye on in this passage . Also summarize every para in one sentence each. Then i start reading the passage , and then finally answer the questions. Dont worry about time initially. it'll take time to get there. Also solve previous year RCs
