Is 4 month sufficient for average student
Who's math is not strong & he takes a long time to understand concepts and his English isn't good

Depends if you are a full time aspirant or not!

Great news if you are, you'll have more time to invest. For math, first cover the basics then only jump to the hight weightage topics and keep up with the reading part side by side. Read articles, diversified as much as possible.

Don't worry, it'll take time but it's not too late.
Practice as much as you can for the DILR part.

Yes definitely you can. Read extensively everyday- articles, solve previous year RCs. And do high weightage topics of quants and lrdi and practice consistently and you'll make it.
