As in this very cat prep material I've noticed that every section like quants starts from speed maths and then next & next so should I go with the chronology given in it? from basics to advanced.

You can follow any order you want. CAT doesn't follow a strict sequence. But, arithmetic is generally the starting point as it is easier. Speed math can be skipped but you're good with calculations in general.
