Use claude for compression, better than any software. Also you can tell claude to improve and reduce the quality as per the result generated

Try scanning it using Microsoft Lens or Adobe Scan instead of taking a normal photo. Keep the document flat, use good lighting, and scan at the highest quality.

Also, don’t compress it repeatedly. If the file is still too large, reduce the resolution slightly rather than aggressively lowering the quality. The text and certificate number should remain clearly readable.
