How to verify whether my EWS certificate is issued by state or govt

I have checked online and it is so confusing. Some of the sources are saying it is state issued and some saying it is central govt issued. I really need to know if I can use it for my cat exam.

The heading is ' Government of Maharashtra '
But everything that's included in central govt format is included in this also it is issued by the tehsildar.
