Do i have to use scanner? Or scanner apps (like adobe scanner)will do the work ?

You should use the scanner as is it mentioned in the official guidelines and also the dimensions and size is also mentioned in the guide

i used scanner apps i had the same doubt but people on youtube said scanner apps also works. but my i got my photo clicked professionally and asked him to share the soft copy with reqired measurements.
